Study the Kentucky Driver Manual. The written and vision tests are administered by the Kentucky State Police, not the Regional Office.

Schedule a written + vision test appointment with the Kentucky State Police. Bring all required source documents to this appointment.
Step 3[1]
After passing the written test, visit the Driver Licensing Regional Office (no appointment needed for this step — get in line same day) to receive a temporary permit. Pay the permit fee here.
Step 4[1]
Hold the permit for 30 days (age 18+) or 180 days (under 18). While driving, a licensed driver 21+ must be in the passenger seat.
Step 5[6]
Schedule the road skills test with the Kentucky State Police. Bring a properly registered vehicle, proof of insurance, and a licensed adult 21+ to the testing site.
Step 6[1]
After passing the road test, return to the Regional Office. You'll get a paper temporary license; your permanent card arrives in the mail in 10–15 business days.
Common reasons this gets rejected
Bringing a hospital-issued birth certificate
Kentucky only accepts a state-issued certified birth certificate, U.S. passport, or naturalization certificate. The 'baby footprint' hospital certificate is rejected.
Trying to use a W-2 or paystub for SSN
First-time and out-of-state applicants MUST present the physical Social Security card. Replacement cards take 7–14 days from the SSA — request one before booking the test.
Showing up to the Regional Office to take the written test
Regional Offices issue the credential but do NOT administer tests. The written, vision, and road tests are all booked through the Kentucky State Police.
Skipping the permit hold period
You cannot schedule a road test until 30 days (18+) or 180 days (under 18) have passed since your permit was issued. The Regional Office will turn you away.
Bringing an uninsured or unregistered vehicle to the road test
The KSP examiner checks the vehicle's registration and insurance BEFORE the test. Show up with a paper insurance card, a current policy, or a written binder — apps on a phone may not be accepted.
