Step by step

If the vehicle is from out of state, schedule a Sheriff's VIN inspection in the county where you'll title it. Bring the title (or bill of sale/registration if your prior state didn't issue a title).

Get Kentucky insurance and have an insurance card showing an issue date within the last 45 days.

If buying from a private KY seller, have them sign the back of the title in front of a notary BEFORE you take it to the Clerk. If buying from a dealer, they typically handle paperwork.
Step 4[6]
Take everything to the County Clerk in your county of residence (or the county where the vehicle is primarily operated). You can also request a Speed Title for $25 — it ships the next business day.
Step 5[1]
Pay title fee + 6% motor vehicle usage tax + first year's registration + county ad valorem tax. You leave with your plate; the title arrives by mail.
Common reasons this gets rejected
Signed-over title without notarization
Kentucky law requires the seller's signature on the back of the title to be notarized. An un-notarized title cannot be transferred — you'll have to track the seller down.
Skipping the Sheriff's VIN inspection on an out-of-state vehicle
Every vehicle entering KY from another state needs a sheriff's VIN inspection before titling. The Clerk cannot process the title without the completed inspection form.
Insurance card older than 45 days
Your proof-of-insurance card must show an issue date within the last 45 days. Print a fresh copy from your insurer's app before going to the Clerk.
Name on title doesn't match your ID
If the title shows a different name (maiden name, abbreviated name), bring a marriage certificate, divorce decree, or notarized affidavit linking the names — otherwise the Clerk will refuse the transfer.
Waiting more than 15 days to transfer a private-sale title
KY requires title transfer within 15 days of sale. Going past this triggers late penalties and the seller may also owe property tax if it's not transferred before January 1.
White-out or cross-outs on the title
DRIVE explicitly bans liquid paper, erasing, scratch-outs, or mutilation. If something's wrong, provide a notarized affidavit with the correction — never alter the title itself.
